The Development Indicators for World Open Universities (DIWOU) include five first-level indicators: openness, teaching and learning, research, financial condition, and reputation. Each first-level indicator has several second-level and third-level indicators. Quantitative research methods are used for data collection and data analysis to ensure quality, objectiveness, and verifiability.
This indicator looks at the openness of open universities, including second-level indicators like accessibility, affordability, coverage of degree courses and programmes, and internationalisation
This indicator looks at teaching quality of open universities, including second-level indicators like faculty quality, student performance, and student satisfaction
This indicator focuses on the research quality of open universities, including second-level indicators like research inputs and outputs
This indicator looks at the financial conditions of open universities, including second-level indicators like revenue and fixed assets
This indicator looks at the domestic and international reputation of open universities, including second-level indicators like peer evaluation, employer evaluation, and awards
Invited by the founding members, any open university or any organization/institution dedicated to open education all over the world could apply voluntarily for joining the network of the DIWOU. Members are obliged to make contributions to the construction of the DIWOU and share resources within the network. The current founding members are:
